Global Regulatory Update, Nov. 8-14, 2020

The UK Civil Aviation Authority, in preparation for the end of the EU transition period, has launched UK General Aviation opportunities, a consultation. CAA would like to understand how it can help the general aviation community and its associated businesses to flourish after leaving EASA as well as the priorities of those who are not part of this community when considering the future of general aviation in the UK. The consultation will close on Dec. 18, 2020.

The Civil Aviation Administration of China has participated in a teleconference of the ICAO Council Aviation Recovery Task Force, during which Shanghai Airport Authority shared its experience and best practices in epidemic prevention and control. Shanghai adopted various measures during deplaning and arrival, such as contactless procedures for passengers to go through the airport, digital identity management, cloud services for epidemic prevention and control, contactless shopping and catering services, a WeChat mini-app for reporting health information and immediate disinfection of hands and devices by inspection personnel after checking each passenger.

India’s Director General of Civil Aviation is inviting applications from Indian nationals for engagement as flight operations inspectors in various categories, on a contract basis, initially for a period of one year, or until the incumbents attain the age of 65 years, or until the posts are filled on regular basis, or until further orders, whichever is earlier.

EASA has issued proposed airworthiness directive 20-172 for Airbus A350-1041s and -941s, amending time limits and maintenance checks under airworthiness limitations section part 5 fuel airworthiness limitations, effective 14 days after airworthiness directive is issued.

EASA has issued proposed airworthiness directive 20-173 for Airbus A310s, amending time limits and maintenance checks under airworthiness limitations section part 4 system equipment maintenance requirements, effective 14 days after airworthiness directive is issued.

EASA has issued proposed airworthiness directive 20-174 for Airbus A320 family amending time limits and maintenance checks under airworthiness limitations section part 4 system equipment maintenance requirements, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2020-0100R1 for Airbus A330s, A340s, A350s and A380s, requiring repair and replacement equipment of cargo compartment lining panels, effective Nov. 11, 2020.

EASA has issued airworthiness directive 2020-0238 for Fokker F28 Mark 0070s and 0100s, amending airplane flight manual section on abnormal procedures, effective Nov. 18, 2020.

EASA has issued airworthiness directive 2020-0239 for Airbus A380-841s, -842s and -861s, requiring inspection of inboard and outboard elevator hinge actuator fittings, effective Nov. 18, 2020.

EASA has issued airworthiness directive 2020-0240 for Rolls-Royce Deutschland Trent 1000s, introducing intermediate pressure compressor blade kits, effective Nov. 19, 2020.

FAA has issued special airworthiness information bulletin AIR-20-15 for Boeing 787-8s, -9s and -10s, regarding potential for autopilot flight director system failure to capture the localizer during ILS approach.

FAA has issued special airworthiness information bulletin AIR-20-17 for Yaborã Indústria Aeronáutica EMB-135s, -145s, -145ERs, -145-MRs, -145-LRs, -145-XRs, -145MPs and -145Eps, warning of failure of both cabin pressurization systems during flight.

FAA has issued airworthiness directive 2020-21-18 for all Airbus A330-200 freighters, requiring repetitive detailed inspections, including functional testing, of the oxygen crew and courier distribution system and replacement of affected part(s) if necessary, plus replacement of all affected parts with improved serviceable parts, which is terminating action for the repetitive inspections, effective Dec. 7, 2020.

FAA has issued special airworthiness information bulletin NM-20-17 for transport category aircraft, presenting important airworthiness information and guidelines with respect to disinfecting airplane interiors.

FAA has issued airworthiness directive 2020-22-08 for certain Airbus A320-251Ns and -271Ns, A321-251Ns, -271Ns, -272Ns, -252NXs and -271NXs, A330-243s, -343s and -941s, and A350-941s and -1041s, requiring removal of the removable display units or implementation of an operational restriction, and a one-time inspection of the unit installation onto the display docking stations and, depending on findings, accomplishment of applicable corrective actions, effective Nov. 19, 2020.

On Oct. 28-30, 2020, a meeting was held by Rosaviation via videoconference to prepare and provide air traffic control and radio support for flights in the autumn-winter period 2020-21. Key topics were analysis of the state of flight safety in the organization of air traffic in the spring-summer period of 2020, analysis of past aviation incidents and adoption of preventive measures to prevent similar aviation incidents in the future. The meeting also discussed transition to the new airspace structure of Moscow and its adjacent zones as a unified air traffic management system, including readiness of air traffic control systems, flight radio and telecommunications for the new airspace structure.

Transport Canada has issued airworthiness directive CF-2020-43 for De Havilland Aircraft of Canada DHC-8-400s, -401 and -402s, requiring inspection possible replacement of main landing gear drag strut assembly, effective Nov. 4, 2020.
