Global Regulatory Update, Nov. 1-7, 2020

From Oct. 29, UK airfields and associated businesses can apply for government-funded professional and business advice on a range of topics, aimed at supporting future airfield development. The new Airfield Development Advisory Fund will be managed by the UK Civil Aviation Authority and administered by consultants at ICF. Advice available includes planning and conservation policy, accounting, business model development, marketing strategy and innovation. Only airports handling fewer than 200,000 passengers per year can apply.

From Nov. 6, 2020, Singapore will lift its border restrictions for visitors from mainland China and Victoria State, Australia. Visitors must have remained in either mainland China or Australia in the last 14 consecutive days prior to their entry. They will undergo a COVID-19 Polymerase Chain Reaction (PCR) test upon arrival and if the result is negative, they will be allowed to go about their activities in Singapore, without a need to serve a stay-home notice.

Australia’s Civil Aviation Safety Authority has issued airworthiness bulletin 25-031 Issue 6, advising on defects with night vision imaging systems due to incidents where these systems have failed below lowest safe altitude.

India’s Director General Civil Aviation has extended its ban on international flights through Nov. 30, except for cargo flights and certain other exceptions authorized by the Director General.

EASA has not adopted FAA airworthiness directive 2020-18-16 for Boeing 767-200s, -300s, -300Fs and -400s, requiring modifying the fuel quantity indicating system to prevent development of an ignition source inside the center fuel tank due to electrical fault conditions.

EASA has issued airworthiness directive 2020-0232 for Airbus A380-841s, -842s and -861s, amending time limits and maintenance checks under airworthiness limitations section part 2, damage tolerant airworthiness limitation items, effective Nov. 9, 2020.

EASA has issued proposed airworthiness directive 20-170 for Airbus A330s and A340s, requiring replacement and modification of auxiliary power unit aft fuel pump, effective 14 days after airworthiness directive is issued.

EASA has issued proposed airworthiness directive 20-171 for ATR42-400s and -500s, amending time limits and maintenance checks under certification maintenance requirements and airworthiness limitations, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2015-0218R1 for Airbus A320 family, requiring inspection and replacement cargo compartment parts for wrong material, effective Nov. 4, 2020.

EASA has issued safety information bulletin 2018-10R1 regarding super absorbent polymers’ contamination of jet fuel.

EASA has issued airworthiness directive 2020-0237 for BAE Systems Avro 146s and Bae 146s, requiring replacement of emergency light power units, effective Nov. 11, 2020.

FAA has issued airworthiness directive 2020-21-09 for all Airbus A320 family requiring a general visual inspection of the main landing gear sliding tubes for cracks, and replacement, if necessary, effective Oct. 30, 2020.

FAA has issued airworthiness directive 2020-22-02 for all GE CF6-80C2A5Fs, -80C2B1Fs, -80C2B2Fs, -80C2B4Fs, -80C2B5Fs, -80C2B6Fs, -80C2B6FAs, -80C2B7Fs, -80C2B8Fs, -80C2D1Fs, -80C2K1Fs, -80C2L1Fs, -80E1A2s, -80E1A3s, -80E1A4s and -80E1A4/Bs with a certain hydro-mechanical unit, requiring removal of the unit and replacement with a part eligible for installation, effective Dec. 3, 2020.

Rosaviation reports that Russia’s international passenger kilometers from January through September were 29% of year-prior levels and domestic passenger kilometers were 75% of year-prior levels.

On Oct. 28, 2020, Russia’s Federal Air Transport Agency and the Israeli Civil Aviation Authority held a video conference on the certification and airworthiness of civilian aviation equipment. They confirmed intentions to continue working together on the draft inter-agency agreement on airworthiness, aimed at simplifying the aeronautical equipment type certificate validation process.

Transport Canada has issued airworthiness directive CF-2019-31R1 for Airbus Canada A220-300s, requiring installing integrated air system controller software version 5.0 and other actions, effective Nov. 5, 2020.
