Global Regulatory Update, Sept. 13-19, 2020

On Sept. 3, the Civil Aviation Administration of China and EASA signed, via a video conference, Technical Implementation Procedures for Airworthiness and Environmental Certification and its annex Operation/Maintenance Implementation Procedures. These two procedures, designed to step up cooperation in airworthiness certification and aircraft evaluation, elaborated on the Agreement on Civil Aviation Safety between China and the European Union, which became effective Sept. 1.

EASA has issued airworthiness directive 2020-0193 for Airbus A320 family, requiring inspection and replacement of main landing gear sliding tubes, effective Sept. 21, 2020.

EASA has issued airworthiness directive 2020-0195 for - Rolls-Royce Deutschland Trent 1000s, requiring inspection of low pressure turbine discs, effective Sept. 22, 2020.

EASA has issued airworthiness directive 2020-0194 for Pilatus PC-24s, requiring inspection and replacement of engine attachment hardware, effective Sept. 22, 2020.

EASA has issued proposed airworthiness directive 20-135 for Airbus A330s, A340s, A350s and A380s, requiring repair and replacement of cargo compartment lining panels, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2020-0196 for Rolls-Royce Deutschland RB211 Trent 970-84s, 972-84s and 972E-84s, requiring removal from service of high pressure and intermediate pressure bearing support assemblies, effective Sept. 23, 2020.

EASA has issued proposed airworthiness directive 20-136 for Airbus A350-1041s and -941s, amending time limits and maintenance checks under damage tolerant airworthiness limitation items part 2, effective 14 days after airworthiness directive is issued.

EASA has issued proposed airworthiness directive 20-137 for Airbus A350-1041s and -941s, amending time limits and maintenance checks under system equipment maintenance requirements, part 4, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2020-0163R2 for Airbus A350-1041s and -941s, requiring inspection of slat transmission shafts, effective Sept. 10, 2020.

EASA has issued proposed airworthiness directive 20-139 for Airbus A380-841s, -842s and -861s, requiring modification of nacelle pylon box zone D sealing, effective 14 days after airworthiness directive is issued.

The Russian Federation from Sept. 8 allowed designated Russian and foreign airlines to perform regular flights to Cairo, Dubai and the Maldives.

Rosaviation took part in the 15th meeting of the Working Group on Civil Aviation and Civil Aviation of the Subcommittee on Industrial Cooperation of the Russian-Chinese Commission to prepare regular meetings of heads of government. In the area of certification and airworthiness of aviation equipment, the parties welcome fruitful cooperation of Rosaviation and the Civil Aviation Authority of China.

Transport Canada has issued airworthiness directive CF-2020-30 for Airbus Canada A220-100s, and -300s, requiring removing existing forward galley slotted drain covers and replacing with solid blanking plates, and blocking off the associated drain tubing, effective Sept. 18, 2020.

India’s Director General Of Civil Aviation will conduct an online examination for Issuance Of Foreign Air Crew Temporary Authorization (FATA) on Sept. 30, 2020.
