Global Regulatory Update, Aug. 30-Sept. 5, 2020

The Civil Aviation Authority of Israel has issued airworthiness directive ISR-I-53-2019-12-6R2 for Boeing-Israel Aircraft Industries 737-300s, -400s and -700s, requiring loading restrictions due to 9g barrier manufacturing non-compliance, effective before next flight.

The Civil Aviation Authority of Malaysia has issued advisory information 1/2020, providing special guidance to aircraft operators preparing operations during Malaysia’s Northeast monsoon season, from October to March.

In its efforts to standardize and streamline processes, the Civil Aviation Authority of the Philippines is undergoing a series of activities and workshops for the development of its quality management system to comply with ISO 9001:2015 standards.

Singapore’s Multi-Ministry Taskforce will lift border restrictions on Sept. 8 to allow visitors from Brunei Darussalam and New Zealand to enter Singapore and be subject to a COVID-19 test upon arrival in lieu of a stay-home notice. This is a first step toward safe revival of the Singapore air hub.

EASA has issued proposed airworthiness directive 20-123 for Powerjet SaM146-1S17s, -1S17Cs, -1S18s and -1S18Cs, requiring inspection of low pressure turbine, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2014-0223R1 for Fokker F27 Mark 050s, 0502s and 0604s, implementing time limits and maintenance checks under airworthiness limitation section part 1, certification maintenance requirements, effective Sept. 1, 2020.

EASA has issued proposed airworthiness directive 20-124 for Rolls-Royce Deutschland RB211 Trent 970-84s, 972-84s and 972E-84s, requiring inspection of intermediate pressure compressor rotor shaft, effective 14 days after airworthiness directive is issued.

EASA has issued proposed airworthiness directive 20-125 for Airbus A330-243s, -343s and -941s, requiring replacement of wing-to-fuselage fillet fairing adjustable rods, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2020-0190 for Airbus A330-223Fs, -243Fs, A340-213s and A340-313s, amending time limits and maintenance checks under safe life airworthiness limitations section part 1, effective Sept. 10, 2020.

FAA has issued airworthiness directive 2020-17-04 for certain Boeing Company 737-300s, -400s and -500s, requiring installing lanyard assemblies on the passenger service units, for certain airplanes, on life vest panels, effective Sept. 29, 2020.

FAA has issued airworthiness directive 2020-17-02 for certain Boeing 747-8s and -8Fs, 787-8s, -9s and -10s, requiring removing Kathon FP 1.5 biocide from the fuel tanks and engines, installing a fuel limitation placard, and revising the existing airplane flight manual to prohibit operation of the airplane with Kathon FP 1.5 biocide, effective Aug. 25, 2020.

FAA has issued airworthiness directive 2020-17-01 for certain Airbus A319-115s and -153Ns, A320-214s, -216s, -232s, -251Ns, -252Ns, -271Ns and -273N, and A321-211s, -231s, -251Ns, -253Ns, -271Ns, -272Ns, -251NXs, -252NXs, -253NXs and -271NXs, requiring a onetime detailed inspection of each low pressure shut off valve on the pylon areas of engines 1 and 2 for correct installation, and replacing the O-rings and torqueing the mounting bolts within specified values as applicable, effective Sept. 9, 2020.

FAA has issued airworthiness directive 2020-16-18 for all Airbus A310s, requiring repetitive inspections for discrepancies of certain locations in and around the fuselage and applicable corrective actions, effective Sept. 9, 2020.

FAA has issued airworthiness directive 2020-15-21 for all Airbus A330-200s, -200 freighters and -300s, requiring repetitive detailed inspections of a certain stringer location and applicable corrective actions if necessary, effective Oct. 1, 2020.

FAA has issued airworthiness directive 2020-15-20 for certain Airbus A350-941s and -1041s, requiring revising the existing maintenance or inspection program, effective Oct. 2, 2020.

FAA has issued airworthiness directive 2020-17-03 for certain Airbus A318-111s, -112s, -121s and -122s, A319-111s, -112s, -113s, -114s, -115s, -131s, -132s and -133s, A320-211s, -212s, -214s, -216s, -231s, -232s and -233s, and A321-111s, -112s, -131s, -211s, -212s, -213s, -231s and -232s, requiring repetitive high frequency eddy current inspections of the central node windshield area for cracking, and applicable corrective actions if cracking is found, effective Oct. 2, 2020.

The UK Civil Aviation Authority, having earlier suspended permission for Pakistan International Airlines to operate services to the United Kingdom, has allowed PIA to recommence services from Islamabad to Birmingham and Manchester using aircraft chartered from EU carrier Hi Fly Limited. EASA's prohibition of PIA operating flights into the European Common Aviation Area with its own aircraft is unaffected by this decision.

On Aug. 30, a memorandum between the government of the Russian Federation and the government of the Kingdom of Saudi Arabia on the facilitation of issuing visas to citizens of the two countries comes into force.

The Russian Federation is included in the list of foreign countries approved by the order of the Ministry of Health of the Kyrgyz Republic as having a stable epidemiological situation. Citizens of the Russian Federation can cross the state border of the Kyrgyz Republic in accordance with Kyrgyz law.

Transport Canada has issued airworthiness directive CF-2020-28 for De Havilland Aircraft of Canada DHC-8-401s and -402s, requiring modifications of the nose wheel steering system, effective Aug. 28, 2020.

The Civil Aviation Administration of China reports that Chinese airlines completed 777,000 hr. of flight in July, a year-on-year decrease of 28.6% and a month-on-month increase of 13.8%. In July, 39.1 million passengers were transported, a year-on-year decrease of 34.1% and down by 8.3 percentage points from June. In the same month, 552,000 tons of mail and cargo were transported, decreasing by 10.4% year-on-year, and declining 4.7 percentage points from June.
