Global Regulatory Update, June 9-15, 2019

The Civil Aviation Administration of China has issued its first all-in-one maintenance permit to Ameco, a major change in managing and supervising civil aviation maintenance. The permit is a single certificate signed by multiple departments, eliminating duplication of approvals issued to the same enterprise.

The administrator of the Civil Aviation Administration of China, the president of the EU Council and the European Commissioner for Mobility and Transport have signed an agreement between the government of the People’s Republic of China and the European Union on civil aviation safety, the first time that China and the EU have signed agreements in civil aviation. The agreement establishes a legal framework for extensive cooperation between China and the EU in various areas, such as airworthiness and environmental certification, flight operations, air traffic control services, personnel licensing and training.

EASA has issued airworthiness directive 2019-0122 for Airbus A320 family, requiring inspection, repair and modification of fuselage side box beam flange in frame 43 area, effective June 18, 2019.

EASA has issued proposed airworthiness directive 19-102 for Airbus A330s and A340s, requiring inspection and replacement of crew oxygen mask solenoid valve, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2018-0254R1 for 328 Support Services Dornier 328-100s, requiring inspection of wing roll spoiler bearing arms, effective June 11, 2019.

EASA has issued airworthiness directive 2019-0129 for Pilatus PC-12s, -12/45s, -12/47s and -12/47Es, requiring inspection and replacement of horizontal stabilizer rear attachment bolts, effective June 20, 2019.

EASA has issued proposed airworthiness directive 19-100 for Airbus A320 family, requiring   identification and inspection of wing flap parts for improper heat treatment, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2019-0124 for Airbus A380-841s, A380-842s and A380-861s, requiring manual check of ram air turbine free rotation, effective June 19, 2019.

EASA has issued airworthiness directive 2019-0123 for Airbus A380-841s, A380-842s and A380-861s, requiring inspection and modification of landing gear gravity extension system, effective June 19, 2019.

EASA has issued airworthiness directive 2019-0127 for Airbus A380-841s, A380-842s and A380-861s, requiring modification of trailing edge flap track #3 and #4 supports, effective June 19, 2019.

EASA has issued airworthiness directive 2019-0126 for Airbus A350-941s, requiring inspection and modification of forward cargo door upper frame fittings and brackets, effective June 19, 2019.

EASA has issued airworthiness directive 2019-0125 for Embraer ERJ 170-100 LRs, -100 STDs, -200 LRs, -200 STDs and ERJ-190s, requiring modification of Bucher Leichtbau A9G NGS XL StepX Stretcher 1120050-Series, effective June 19, 2019.

EASA has issued proposed airworthiness directive 19-101 for Airbus A380-841s, A380-842s and A380-861s, requiring amending the aircraft flight manual fuel quantity indication system procedure and updating fuel quantity and management system software, effective 14 days after airworthiness directive is issued.

EASA has issued proposed airworthiness directive 19-103 of Airbus A350-1041s and A350-941s, requiring inspection of crew door girt bar fitting assemblies, effective 14 days after airworthiness directive is issued.

FAA has issued airworthiness directive 2019-10-03 for all Boeing 737-100s, -200s, -200Cs, -300s, -400s and -500s, requiring repetitive detailed inspections of the left and right side-strut support fitting lugs with bushings installed for any corrosion, any crack, or any severed lug, repetitive detailed and high frequency eddy current inspections of the left and right side-strut support fitting lugs with bushings removed for any corrosion or any crack and applicable on-condition actions, effective July 11, 2019.

FAA has issued airworthiness directive 2019-08-11 for all Bombardier CRJ 100s and 440s, requiring revising the maintenance or inspection program to incorporate certain airworthiness limitations and reworking the trunnion fitting in order to meet new structural safe-life limits, effective July 11, 2019.

FAA has issued airworthiness directive 2019-08-04 for certain Bombardier CRJ 100s and 440s, requiring revising the airworthiness limitations section of the instructions for continued airworthiness of the maintenance requirements manual by incorporating new procedures for repetitive inspections for cracking of the rear pressure bulkhead and modification of the bulkhead, which terminates certain actions, effective July 12, 2019.

The Federal Air Transport Agency of the Russian Federation has issued airworthiness directive RU-2019-322-04 for Sukhoi RRJ-95s, RRJ-95Bs and RRJ-95LR-100s, requiring a maintenance records check, effective June 4, 2019.

Transport Canada has issued airworthiness directive CF-2019-20R1 for Bombardier: CRJ 700s, 701s, 702s, 705s, 900s and 1000s, requiring incorporation of a functional task in the aeroplane maintenance schedule to confirm the free movement of the decompression panel on the flight compartment door, effective June 14, 2019.

Transport Canada has issued airworthiness directive CF-2019-22 for Bombardier CRJ100s and 200s, requiring inspection and rectification of electrical wires chafing with auxiliary aft cabin fuel tank bracket, effective June 11, 2019.

Transport Canada has issued airworthiness directive CF-2002-39R1 for Bombardier CRJ100s and 200s, requiring revising the maintenance schedule by incorporating the revised inspection requirements for task number 53-41-149 of the maintenance requirements manual, effective June 21, 2019.
