Japan's National Space Development Agency has confirmed it plans the second launch of the H-IIA for Feb. 3. The agency had previously said that would be the earliest launch date for the vehicle. The H-IIA was supposed to launch Jan. 31, but that was delayed to allow for replacement of a pressure...
