BBA Aviation and Dubai Aerospace Enterprise (DAE) are exploring possibly merging certain parts of their businesses, a combination that, depending how much of the businesses would be merged, could create one of the largest independent engine and airframe maintenance, repair and overhaul (MRO) entities worldwide, with annual revenues approaching $2.5 billion.

ANA Holdings, the parent company of Japanese carrier All Nippon Airways, is planning to expand training offerings in Asia with its purchase of Miami, Fla.-based Pan Am International Flight Academy from American Capital. Pan Am provides training to airlines and individuals worldwide through simulation and other training services. All Nippon plans to expand Pan Am’s reach in Asia by providing training to other Asian airlines.

The Aircraft Owners and Pilots Association is bringing in a seasoned business executive who has a background managing large companies to serve as its next president. Mark Baker, a long-time general aviation pilot and AOPA member since 1987, is stepping down from his role as CEO of San Jose-based Orchard Supply Hardware Stores Corporation, to become the fifth president of AOPA.

Sukhoi Civil Aircraft Co. intends to display a VIP version of the SSJ100 this week at MAKS 2013, an early production airframe initially planned for Armavia that now carries the logo of Rosoboronexport, Russia’s government-owned arms trade monopoly. Sukhoi representatives tell Aviation Week the aircraft will be delivered in the next few months, but stressed that it is not the Sukhoi Business Jet variant that is expected to be ready as early as 2015.

FAA released its final policy putting in place permanent procedures for aircraft owners seeking to block their registration information from near-real-time flight-tracking programs. The policy comes about 20 months after the agency restored the program, formerly known as the Block Aircraft Registration Request (BARR), on an interim basis at the direction of Congress.

Executive AirShare, the Kansas City-based “regional” fractional provider, is adding a third jet type to its fractional fleet, the Cessna Citation CJ2+, to fill a gap between its Phenoms. Executive AirShare placed three used CJ2+s on its operating certificate and closed on its first share sale last week, with three more closings anticipated next week.

The National Air Transportation Association (NATA) has updated its online NATA Safety 1st Hazardous Communications (HazCom) training program to align it with new Occupational Health and Safety Administration requirements. OSHA in 2012 issued changes to its HazCom Standard with the Globally Harmonized System of Classification and Labeling of Chemicals. Employers were required to train their employees by Dec. 1, 2013 on the new label elements and safety data sheet formats contained within the standard.

Cessna’s first production M2 flew for the first time last week, bringing the company closer to certification in upcoming months. Announced in September 2011 as a step up from the company’s entry-level Mustang, the M2 is expected to reach customers’ hands early in the fourth quarter, just a few weeks behind its original schedule as the company ironed out certification issues with the all-new Garmin G3000 avionics suite.

Paul Poberezny, the founder of the Experimental Aircraft Association (EAA) and the creator of the world’s largest general aviation air show – AirVenture – passed away at the age of 91 from cancer at a retirement village in Oshkosh, Wis., on Aug. 22.

DOWTY PROPELLERS R408/6-123-F/17 model propellers [Docket No. FAA-2009-0776; Directorate Identifier 2009-NE-32-AD; Amendment 39-17481; AD 2010-17-11R1] – revises an existing AD that currently requires initial applications of sealant between the bus bar assembly and the backplate assembly of certain line-replaceable units, and repetitive applications of sealant on all R408/6-123-F/17 model propellers. This new AD requires the same actions and allows the use of an equivalent sealant as prescribed in revised service information.

A U.S. bankruptcy court set a Sept. 19 meeting for creditors and a Dec. 18 deadline for filing claims against Avantair, setting in motion the process of liquidating one of the largest fractional ownership programs. U.S. Bankruptcy Judge Catherine Peek McEwen of the Middle District of Florida ordered the liquidation of Avantair on Aug. 16 after the company failed to respond to an involuntary petition for Chapter 7 liquidation. The court followed on Aug. 19 with a timeline for the liquidation.

Los Angeles World Airports (LAWA) is seeking to potentially add one or two more fixed-base operations at Van Nuys Airport (VNY) in California. LAWA, which oversees VNY in addition to Los Angeles International (LAX) and Ontario (ONT), issued a request for qualifications (RFQ) for parties interested in operating an FBO at the airport. RFQ Statements of Qualifications are due Oct. 28.

Talon Air, a Farmingdale, N.Y.-based charter and management company, is building on its position as the largest Hawker 4000 owner, adding four more to its fleet. The addition of the Hawker 4000s increases the operator’s fleet of the model to nine. The aircraft will be based at the company’s hangar and office complex at Republic Airport. The Talon 4000s are equipped with high-speed Internet, Wi-Fi, two cabin monitors, Airshow, satellite phone, iPod connections and a CD/DVD system.

AgustaWestland is reformulating its plans to launch helicopter assembly in Brazil following the termination of negotiations concerning potential co-production with Embraer earlier this year. The company is now considering going it alone with its Brazilian subsidiary, AgustaWestland Do Brasil, which announced that it is planning a major expansion of its facilities in the city, which the company says will include maintenance hangars with space that could accommodate a helicopter final assembly line.

The National Transportation Safety Board is seeking an expansion of an aviation weather camera program, currently in Alaska, to cover the rest of the U.S. FAA launched an aviation camera program in 1999 to help pilots better prepare for unpredictable weather and varied terrain. Since that time, aviation weather cameras have been installed in at least 185 locations, and are expected to be installed in 221 locations by 2014.

While U.S. flight operations have remained stubbornly flat in recent years, European operations are continuing to slide year over year, particularly in the western countries, according to the latest figures by Eurocontrol. Traffic numbers have climbed throughout the year in Europe, as is the typical pattern. But when compared with the previous year’s levels, traffic is down across the board. And last year’s levels were down over those in 2011.

Rectrix Aviation last week broke ground on a new $5 million 27,000-sq.-ft. fixed-base operation at Worcester Regional Airport in Massachusetts. The facility will provide full FBO services and include space for maintenance, storage, customer service and a training and conference center. The new Worcester facility is one of two FBOs that Rectrix plans to build as part of a multi-million dollar contract awarded by the Massachusetts Port Authority (Massport). Along with Worcester Regional Airport, Rectrix is planning a new FBO at L.G. Hanscom Field in Bedford, Mass.

AERObridge was selected as the recipient of the National Aeronautic Association’s 2013 Public Benefit Flying Award for Outstanding Achievement in Public Benefit Flying. The award, created in 2003, is recognizing AERObridge for “creating a nationwide network of volunteer aircraft owners, operators, FBOs, and pilots willing to donate their time, effort, and funding for the alleviation of the suffering of those in need due to disaster or circumstance – all of which was put to use in their tremendous response in the aftermath of Hurricane Sandy,” NAA says.
